In 20134, the East Central Indiana Cities of Anderson, Muncie and New Castle came together to form a strategic regional coalition to position themselves for a federally funded Investment in Manufacturing Communities Partnership (IMCP) grant. ECIRPD contracted with Vandewalle & Associates to begin work on a regional strategic plan that would attract jobs back to the region.
