FROM JOURNALTIMES.COM – An ambitious economic development and land use strategy aimed at turning Uptown into a thriving business district and cultural hot spot is ready to be added to the city’s comprehensive plan. The Uptown Neighborhood Strategic Development Plan was approved 14-0 by the City Council on Tuesday night. Drafted by Vandewalle & Associates, the 41-page Uptown Neighborhood Strategic Development Plan calls for capitalizing on the area’s assets: its vacant buildings, existing businesses and residents and the nearly 5,000 employees who work within the plan’s study area.
